County council hears plan for all-inclusive playground at Hayswood Park + replacement playgrounds at Buffalo Trace and Gresham Park…

Harrison County prosecutor Otto Schalk opened his presentation to the county council stating that “no matter how dilapidated or rusty our current playgrounds may be, my kids can still sprint over to them.” In 2019, Schalk was asked by the Harrison County Parks Department to chair a committee dedicated to bringing a fully accessible, all-inclusive playground to Corydon. After putting the project on hold, they have decided to seize an opportunity made possible by the American Rescue Plan (ARP). Harrison County currently holds an ARP balance of $6.1 million, but Schalk emphasized that the county will not be the only source of funding for this project. The committee is seeking a 50% matching grant from the Harrison County Community Foundation.

Parks superintendent Larry Shickles provided information on additional playground improvements throughout the county, including two new playgrounds at Buffalo Trace in Palmyra and one at Gresham Park in Lanesville. Shickles estimates the cost of these to be roughly $100,000 each, which is included in the ARP request.

Council member Holli Castetter questioned the size of the proposed playground at Hayswood. At 26,000 sq ft, Castetter stated that “that’s a massive footprint.” Castetter asked if there was a possibility to make it smaller. Schalk’s responded that “this is a playground that Harrison County can be proud of…I could cut the space in half if I used stairs, but then that would defeat the entire purpose of what we’re doing.”

Commissioners send request of $3 million to the council...

The Harrison County commissioners have sent a request of $3 million dollars onto the council. Harrison County prosecutor Otto Schalk presented on behalf of the Harrison County Parks Department stating that

“we all saw a desperate deficiency in our playgrounds.”

Schalk spoke directly to the county's need for more inclusive playgrounds, noting that "the playgrounds in Harrison County were terribly deficient, they were outdated, small, and worn out at best." The proposed accessible, all-inclusive playground has been in the planning process since 2019 and will be at Hayswood Park. Commercial Recreation Group out of Noblesville, Indiana has designed the project (see renderings here). Schalk has asked that this project be paid for with funding Harrison County has received via the American Rescue Plan and Schalk admitted that “this is a massive project.”

Other sources of funding are being considered including the Harrison County Community Foundation and “significant outside funding as well.” Schalk emphasized the importance of an immediate committment from the county "because every day that we wait continues to get more expensive due to the astronomical increase in inflation.” The goal is to have the project funded by August 1st, which will result in a June 1, 2023 opening date.

Commissioner Nelson Stepro said that “It’s not my place to say whether we can afford it or not, but it’s my place to decide whether I think it’s a worthy project, and I think everybody would agree that it’s a worthy project.” Stepro made the motion to send it to council.
