Commissioners send request of $3 million to the council...

The Harrison County commissioners have sent a request of $3 million dollars onto the council. Harrison County prosecutor Otto Schalk presented on behalf of the Harrison County Parks Department stating that

“we all saw a desperate deficiency in our playgrounds.”

Schalk spoke directly to the county's need for more inclusive playgrounds, noting that "the playgrounds in Harrison County were terribly deficient, they were outdated, small, and worn out at best." The proposed accessible, all-inclusive playground has been in the planning process since 2019 and will be at Hayswood Park. Commercial Recreation Group out of Noblesville, Indiana has designed the project (see renderings here). Schalk has asked that this project be paid for with funding Harrison County has received via the American Rescue Plan and Schalk admitted that “this is a massive project.”

Other sources of funding are being considered including the Harrison County Community Foundation and “significant outside funding as well.” Schalk emphasized the importance of an immediate committment from the county "because every day that we wait continues to get more expensive due to the astronomical increase in inflation.” The goal is to have the project funded by August 1st, which will result in a June 1, 2023 opening date.

Commissioner Nelson Stepro said that “It’s not my place to say whether we can afford it or not, but it’s my place to decide whether I think it’s a worthy project, and I think everybody would agree that it’s a worthy project.” Stepro made the motion to send it to council.


Downtown Corydon popping as the Harrison County Popcorn Festival made its return after more than 20 years…

Downtown Corydon was popping as the Harrison County Popcorn Festival made its return for the first time in more than 20 years on Friday July 1st and Saturday, July 2nd.

Beginning late Friday afternoon with concerts, a beer garden and the Festival Queen Coronation at Bicentennial Park, the event provided non-stop entertainment and events through the evening hours of Saturday and into Sunday night. Many who attended were excited to see the festival return after such a long hiatus.

“I think it’s great! It’s good that they brought it back. They have a great turnout,” Jan Luther, Corydon resident, said.

“Now they need to bring back the pancake festival!” David Bowling, local resident said. Attendance across both days was strong.

“We had a bunch of vendors selling out on Friday night and today we weren't expecting this big of a crowd this early,” Byron Wilkins with Harrison County Parks said at noon on Saturday. The crowd was large enough that many of the event’s food venders had difficulty keeping up with the demand. “We found the food and all they had was a bologna sandwich. They’d sold out of everything,” resident Joshua Ealy said. “They sold out of their tenderloin, ribeyes, and porkchop sandwiches so all they had was bologna,” he said.

Crowds came early on Saturday to view a strong selection of more than 250 vehicles participating in the festival’s cruise-in car show.

“We came this morning for the car show. It was so nice. There were a lot of cars,” local resident Sarah Burks said.“Probably one of the better car shows I’ve been to. I don’t know a lot about cars but I thought it was really good.”Usually you go to a car show and a couple people have brought in their 2004 mustang and you wonder why,” Burks said.

The crowd stopping vehicle of the show was the “Bonneville Salt Shark.” A blown gasoline turbo powered streamliner speed vehicle. Painted bright green and at least 20 feet in length, it was quite a sight parked along Chestnut Street:

Owned and designed by Tom Flattery of Corydon IN, he was finally talked into bringing it down to the show by his neighbors. Flattery races the vehicle every year at Utah’s Bonneville Salt Flats, achieving a top speed of 365 MPH last year. “Once we hit 400 MPH, we’re just going to hang it on the wall in the shop and look at it,” Flattery said.

Bicentennial Park was converted into a Kids Zone with activities that included face painting, balloon animals and bouncy houses.

There was live music throughout the day, beginning with the band “Strings of Indian Creek,” performing a strong bluegrass inspired setlist. Local favorites Rosie & the Rockabillies took the stage at 2:00 P.M. followed by Lana Scott from season 21 of The Voice giving a strong performance before the parade down Capital Ave at 7:00 P.M. The event’s parade kicked off at 7:00 P.M. heading south on Capital Ave in front of a strong and energetic crowd lining both sides of the street.

Nostalgia was strong among many who attended. “I’m definitely glad the event is back,” Joshua Ealy said. “It’s a lot of fun bringing my kids down here because I remember when my parents brought me down here,” he said.

The grand finale of the parade was a giant tractor pulled blower shooting popcorn into the air, covering the street and crowd. Many parents looked on in horror as their popcorn-covered children laid down and made “popcorn angels” in the middle of the street. Right after the parade, the band Mad Taxpayers got the crowd in front of the stage energized with a solid set of classic rock favorites and the occasional pop hit including “Sweet Child of Mine” and “Billie Jean.” There was a decent amount of dancing and at one point, there was a glimpse of a possible moshpit being created by some Generation X and Millennial audience members.

A fireworks display set to 4th of July music wrapped up the night at 9:50 P.M.

COVID-19 TESTING CHANGES

The Harrison County Health Department announces that effective Thursday, July 7th , 2022 the COVID-19 testing location at the Harrison County Health Department, lower parking lot will only be open on Monday’s and Thursday’s from 9:00 AM until 1:00 PM. Currently there are no age restrictions and testing will be offered free of charge. Online registration for patients is the preferred method for making an appointment: https://scheduling.coronavirus.in.gov/Home/LocationSelection. If registration assistance is needed, individuals may contact the Harrison County Health Department at 812-738-3237, Option 1 or 2. We ask that for the safety of our staff and volunteers, patrons are required to wear a face mask to this site. This testing site will be closed on all Government Holidays. Funding for this testing site is provided by the Indiana State Department of Health.


Amazon delays facility opening until 2023…

According to Darrell Voelker of Harrison County Economic Development Corporation, Amazon will not “equip or put employees in the building this year.”

Originally, Amazon planned to be open and hiring by October of 2022, but the company is now “evaluating all of their facilities for the best use at this time.” Amazon does plan to open the sortation facility in 2023, but no specific timeline is known at this time.

Parks Department will request $3 million for new playgrounds at Hayswood Park, Gresham Park in Lanesville, and Buffalo Trace…

The Harrison County Parks Department has outlined plans for new playgrounds and facilities throughout Harrison County. Superintedent Larry Schickles presented information on a new accessible, inclusive playground at Hayswood Park along with two new shelterhouses in addition to new playgrounds at Gresham Park in Lanesville and Buffalo Trace.

Shickles got approval from the board to request $3 million from the county with hopes to utilize funds from the American Rescue Plan and the Harrison County Community Foundation. Final approval of funding for this project is up to the Harrison County Council.


Replacement grandstand possible for the Harrison County Fairgrounds...

Last night the HC commissioners moved to send a request of $600,000 on to the county council. Karla Klunie of the Harrison County Fair board presented the request which provide one third of the funding to purchase a used grandstand to replace the one at the Harrison County Fairgrounds. 

The used grandstand is in Memphis and has only been used 10 times. It is larger than the current HC grandstand with a capacity of 5,000. Total cost of the project is $1.8 million. The state of Indiana is willing to fund one third and the Harrison County Community Foundation has also committed to the final third.

Parks Department provides more information on $95k request, including possible playgrounds repairs and replacements…

At last night's county council meeting, Parks Department superintendent Larry Shickles gave some more information about the $95,000 request for pickleball and more at Buffalo Trace.

At minute marks 8:00 and 20:00, he addresses the future of playground repairs and replacements including projects at Gresham Park, Buffalo Trace, and a new plan for Hayswood Park which will be coming forward to the council in July. Shickles stated that new playgrounds were in the planning stages but "then covid came along." Shickles stated that it "made no sense to be spending money until you knew exactly what you had."

Shickles stated that the Parks Department has had playground parts on order since "November, some in February...that's to repair existing equipment that we have. In some cases we've had to remove parts of playground equipment because we can't get those pieces and most of our playground equipment, at least the larger gym sets, are old enough that in many cases we can't buy replacement parts."

In terms of a timeline for Buffalo Trace, Shickles stated "the goal right now is to try to have the pickleball courts done by September and the playgrounds would be done relatively quick pending parts."


HC Parks Departments asks for $95,000 to build pickleball courts at Buffalo Trace...

Last night, the commissioners moved to send a request of $95,000 onto the council. Parks superintendent Larry Shickles requested the $95,000 out of riverboat to fund the construction of six pickleball courts at Buffalo Trace Park. The current plan is to convert the existing tennis courts, as well as make some improvements to the basketball goals.

After our post regarding the $95,000 requested for new pickleball courts at Buffalo Trace, we've seen and received multiple comments/messages regarding the state of the playground at Buffalo Trace.

It seems Palmyra residents are equally upset about this compared to the overwhelming response we received on last week's questions about Hayswood's facilities.

We want to hear from you: where do you live and are you happy with the condition of your local playground? Its boat ramps and docks? Its bathroom facilities? Is it a county park? Or owned by your town?

Would you like more resources dedicated to maintaining the current infrastructure of our parks, rather than on new projects?

The response was enormous and almost completely unanimous. We wanted you to see some of the comments:

“I agree the playground equipment needs some repair and updates. I’m not sure why the existing tennis courts need to be torn down completely. I walk there daily and often see people using the tennis courts. Could we not leave a court and add pickle ball beside it with four courts? Pickleball is a growing sport, which I think tends to attract an older demographic. It would be a nice addition to the park. I can’t help but think if the tennis and basketball courts were in better shape, they may see more use. The basketball court is also one of the worst in the area. After renovations to the courts in Greenville, people are there playing all the time. Granted, the park did put up new goals a few years back and vandals promptly destroyed them. I know this has nothing to do with grant funding, but the park used to be maintained better. Mowing and trim work has declined since a few older gentlemen quit working there. Fallen trees are no longer removed. Not sure who’s in charge of grounds, but we definitely need training or additional workers.”

“I would like to see more handicapped accessible parks I have a little boy in a wheelchair and there’s nowhere to go!”

“Hayswood Park at the fishing docks need to be repaired I am handicapped and in wheelchair and it's the only place I can fish last time I was there the boards were weak and they had big holes in them”

“The playground is no fun and dangerous for children. There are holes rusted through the flooring on the newer playset. The playground needs to be more handicapped accessible as well. Being in a wheelchair and father of 2 boys, it's difficult to enjoy the time with my children when I have to push my chair through mud, stick, and loose gravel. I live in Palmyra”

“Updating the playgrounds at Buffalo and Hayswood needs to be top of the list, putting in a splash pad at hayswood would be amazing! I'm in Corydon, we hardly ever go to either park because they are run down, we'd go every week to Hayswood if it was updated.”

“I’m not pretending to know what goes on behind the scenes for funding etc but as a mom with littles I can say Harrison County does not have a good selection of safe, fun, updated areas for our kiddos to play. It’s sad when we have to drive 15-30 minutes for a park that the littles will enjoy. It’s also sad that most of our parks are completely missing options for littles with disabilities.”

“Every park in the county has some type of rust issue. The playgrounds at Haysewood and Buffalo Trace are rusted and need replaced. PLEASE spend money on those playgrounds before adding additional attractions. Our young kids need places to play and they just aren’t safe as they are today.”

“Adding a 95,000 pickleball area to a park with the same (outdated,neglected) equipment I played with 30 years ago is like putting clean underwear on a dirty body. It would make the most sense to renovate/add to what is already existing. I’m not saying that pickleball shouldn’t be added,but it certainly isn’t priority.”

“It would be so great to update the playground area! Also it would be nice to treat the park so that when we go for a nature walk we don't leave all bit up by mosquitoes! Thank you!”

“Every single time I take my three kids to Buffalo Trace Park the playground equipment looks worse. I would love our tax payer money to go to some repairs.”

“So obviously not everyone is going to agree on what our county needs. A portapot in the middle of the Indian Creek Trail is a must. If you walk the entire trail that's nearly 6 miles, the majority of people are going to have to go to the bathroom at some point. Also I'm not here for the excuse of the portapot getting vandalized. There was a brand new shelter put in place and it's never been vandalized. Buttermilk Falls in Brandenburg has 2 portapots and they are kept nice and clean! Hayswood needs new swings, and get rid of the gravel! That is not handicap accessible at all or even okay from strollers. That playground is over 20 years old, things are missing, and rusted out! A splash pad would be a huge hit! I would even pay a couple bucks for my child to go, but I personally think it should be free. I know tourists bring money to our community but we need to focus on what the locals want also!”

“The play ground at Buffalo Trace Park is horrible!! The last time we went was in 2019 the mosquito was horrible, All the swings was broke, always muddy and the playground equipment was so hot to let my kids play on.. The bathrooms have always been locked when we have went so I have not seen or used those.. The petting zoo always seemed to be closed.. We went to the park this year for a Easter Egg Hunt and seemed to be the same - muddy, outdated, and dangerous!! I would love to take my girls to a park close to home we live in Palmyra.”

“Buffalo Trace definitely needs playground updates, please.”

“Buffalo Trace has a beautiful park with playground equipment that does not match its beauty. The equipment is in terrible condition, as well as the grounds that it sits on. Mud everywhere.

Hayswood Park is frequented too often by community members, schools for fields trips, etc., to not be updated. The swings have been broken for years.

Harrison County is lacking in the parks department compared to other counties such as Floyd.

No one is going to drive to BT for pickle ball.”

“I live in Pal and used to love fishing at the park. Haven't been in a few years. Went this spring and it broke my heart to see the deterioration. It is not well cared for and it used to be so nice. I have recommended it for a camping site to friends for years. Not anymore.”

“Can we fix the playground first?”

“I live in Palmyra but do not do any recreation here. If I didn't live here, there would be no reason to visit.”

“We use Hayswood park. I would rather see funds be used to update the playground equipment and dock, than to add pickle ball courts.”

“The playground at Hayswood could use a make over and a splash park somewhere in the area would be absolutely amazing! If both of these could somehow be handicap accessible that would be even better!!!”

“I live in Palmyra and I am very disappointed in the state of Buffalo Trace Parks playground. Broken and rusted equipment, overgrown grass and it just looks a mess. There is no reason why they need 95k to add picketball. The kids need a nice, safe place to play. Why add new stuff when the rest needs work smh. Imagine seeing broken kids swings and other playground equipment and saying screw that we need pickleball?! Like I can't process why Larry would think that's a good idea. Buffalo trace obviously makes money and yet has a run down playground.”

“The playground equipment at Lanesville's Gresham park isn't in great shape either, I don't think it is even that old. They've removed some of the very old equipment that has been there for 50 years but haven't added anything to replace them. There aren't really any working bathrooms, I've never seen them open. The shelter house is pretty nice. The park is tiny though and wedged between Heritage grounds, school, and Jaycee owned properties. I always felt that the bicentennial "park" in Corydon was a big disappointment and wasted potential of what could have been a nice playground and/or splashpad to really draw families to downtown.”

“Hayswood needs alot of attention....I am so upset about the increasing litter, lack of maintenance to grounds. The dock is not longer usable..around the pond and bank of the creek unkempt which I would go to multiple times a week to fish..I no longer frequent...level of water maintaining in the pond has continued to digress over the last 5 yrs and becomes over ran with blue alge...so sad. Used to be a wonderful local get away for me. I no longer take my nieces/nephews to the playground due to the equipment being unsafe/unkept.”

I love having a park within walking distance, until I actually take them to a playground that is no longer safe for them. (boarded up where it's rusted through, no swings, well broken swings, teeter todders broken, mud pits) I've never seen it this rundown and it's a shame.”

“I have to say...we rented a shelter house for 65$ ....for a graduation party....3:30 pm on a Sunday...my guests all had to pay to get in and we

all had to clean up the disgusting overflowing onto the ground trash cans. 3 of the 4 at The shelter. As well as it's the shelter with the restrooms .. they were filthy as well....the small kids in our group had very little safe stuff to play on as most were cracked and broken and swings were down then. Just pretty sad they charge you for what...... To come clean up and do the staff's job. Never again will I do another function there. It was so embarrassing after spending over 500$ (food,decorations,space)for a nice cookout only to have to go home and get my own grill cause the ones there are laying on the ground. Hell, even the graduate had to pay to get in. So they made well over $200 off of me and my group for that day and it caused me more stress than doing it at home would've. Extremely disappointed in our park.”

If they're going to charge families to enter the park, HE should invest that $95,000.00 in Lawn care, working playground equipment and Mosquito Joes..

Rhoads Pool opening remains uncertain, but hopes to open the week after Memorial Day…

Last night the Harrison County Parks Board held a lengthy meeting addressing a number of issues, properties, and upcoming projects. Most notably was the situation at Rhoads Pool. The meeting was to be held at Rhoads Pool, but the location was changed to the Discovery Center at the last minute (see photo).

Superintendent Larry Schickles provided the board with details on the recent motor malfunction that has delayed the opening of Rhoads.

After the pool was filled and filtered and the cholorine levels were good to go when the pump caught on fire. The parks department was able to find a pump by via Derby City pumps and it was installed yesterday. Shickles stated that

"The good news is the pool is fixed...We won't open Memorial Day weekend, but we will be open next week...I'm not going to throw a date out because that's kind of like jinxing something."

Parks Board tables decision on pickleball court improvements, hears plans for renovations at Gresham Park…

The Harrison County Parks Board voted to table any decisions on pickleball court improvements at Rhoads Pool. Two options for the improvements were presented and the board decided that more information was needed to proceed.

County council tables decision to provides $20,000 to help fund popcorn festival...

Last night the Harrison County council tabled a decision to provide $20,000 to fund the Popcorn Festival in downtown Corydon. Republican Party chairman, Parks boardmember, and CVB boardmember Scott Fluhr presented the option to table it to the council.

Councilmember Donnie Hussung vocally supported the return of the festival, but insisted that it is “not the job of the Harrison County taxpayer to fund festivals.”

Superpasses for 2022 now available to Harrison Township residents…

The Harrison Township Advisory Board held a short meeting on April 21st, 2022.

The trustee, Mark Strange, reported that the new fencing at Cedar Hill cemetery was largely in place and looking good.
Progress on the restrooms for the farmer’s market is waiting on an interlocal agreement from the town of Corydon. The proposed training facility for police/fire/ems is still in very preliminary stages.

Park superpasses for summer 2022 are now available to Harrison township residents at the Discovery Center. This opened up a discussion of the staffing issues at Rhoads Pool.

Nate Adams suggested that perhaps the township could provide scholarships for lifeguard certification training to help make staffing of Rhoads Pool more economically viable for potential lifeguards. The advisory board took this into consideration and proceeded to discuss why staffing is such an issue across all industries. Board member Rhonda Rhoads responded that “we’re losing a lot of young people to fentanyl and drugs. It’s amazing how many people are dying….that may be where some of our young people, are…they are not here...we’re losing young people.”

On Monday April Breeden of Harrison County Animal Control presented an additional request to the Harrison County Commissioners of $30,000. This funding is needed to cover vet bills, boarding, and care for over 60 animals that were removed from a local residence.

Among the lot is an African Sulcata tortoise, which requires specialized care and facilities. Breeden does not expect any costs to be covered by the family at the residence.
